Trading Stock online?

If the online company I am with charges say $9 for a trade, does that mean if I buy a $10 stock it will actually cost me $19? Or is the fee when I sell? Or am I totally wrong?

My online broker doesn’t offer free Divident Reinvestment on stock trades; is this a bad thing?

Independent reinvestment of earnings would be the cost of a stock trade, which is $7/transaction.

I need help with a stock trading risk mgmt tool called ATR?

Here the question (it’s actually 2 parts):

Part 1) How many shares of a $50 stock should you buy per $10,000 if you want to have 1% risk per ATR? Can you please break down the calculation in a teaching method?

Part 2) Can you please let me know what the 6 parts of a complete system are?
